Following intensification of clashes and conflict in Blue Nile State, Sudan, refugees have flooded into Upper Nile State, South Sudan. The county of Maban has received more than 80,000 refugees between October 2011 and April 2012. Refugees are concentrated in two major camps: Jamam and Doro.

Jamam camp has a population of 36,500, more than ten times the population of the host community, which numbers approximately 3,000. The overwhelming majority of the refugee population (over 95%) comes from Bau County, Blue Nile, and is affiliated with one tribe, the Ingessana. The tribe has a very strong traditional hierarchy and governance structure; the vast majority of community representatives are male.
